The City of Los Angeles covers everything from 1910s Craftsman streets in Highland Park to postwar tract homes in Westchester, and one building department, LADBS, reviews all of it. Zoning overlays still make every neighborhood different, and they decide how big a house you can build and where it can sit on the lot. New homes, additions, and plan check
A ground-up house or a large addition goes through regular LADBS plan check, with zoning review for height, floor area, and setbacks before structural review starts. KR handles new home construction and additions on both infill lots and tear-down sites, including the grading, utility, and sewer work that comes with them. For second units, LADBS also runs a Standard Plan Program with pre-approved ADU designs that can shorten review on qualifying lots, and a custom unit goes through regular plan check like any other building. HPOZs, hillsides, and older neighborhoods
Neighborhoods like Highland Park, Angelino Heights, and parts of Mid-City are in Historic Preservation Overlay Zones, where exterior changes and new construction need HPOZ review. Hillside neighborhoods such as Silver Lake and Mount Washington add slope and fire zone rules that limit size and drive up engineering. On flatter lots in Mar Vista, Westchester, and North Hollywood, a rebuild, a rear addition, a detached ADU, or a garage conversion all tend to permit more simply.

Can I tear down my house and build new in the City of Los Angeles?
On most single-family lots, yes, with a demolition permit and a building permit through LADBS. The new house has to fit the zone's height, floor area, and setback limits, and hillside, HPOZ, and fire zone parcels have added requirements. Does the City of Los Angeles have pre-approved ADU plans?
Yes. LADBS runs a Standard Plan Program with pre-approved ADU designs from various architects and manufacturers. Using one can shorten plan review, but the lot still needs site-specific review for utilities, setbacks, and grading. KR can help you decide whether a standard plan fits your lot.
How do I know if my Los Angeles home is in an HPOZ?
You can look up your parcel on the City of Los Angeles zoning map, which shows Historic Preservation Overlay Zones. If your home is in one, exterior changes, new construction, and many ADUs need HPOZ review. KR checks overlays like this at the start of every project.
How long does ADU plan check take at LADBS?

Can I legalize an existing unpermitted unit in Los Angeles?
