Los Angeles County has 88 cities and a large unincorporated area, and each one reads the state zoning and building code through its own local rules. That is why the first question on a ground-up house or a major addition here is not what you want to build. It is who issues the permit. KR works out of Sherman Oaks with 10+ years of construction experience and a California general contractor license, and we start every new home, addition, and ADU by confirming the rules for your address.

Site Notes 01

One county, many building departments

If your home is inside the City of Los Angeles, including Valley neighborhoods like Sherman Oaks and Van Nuys, plans go through LADBS. Burbank, Glendale, Pasadena, Santa Monica, and Beverly Hills each run their own building departments with their own plan check queues, fee schedules, and design standards. Homes in unincorporated pockets go through LA County Public Works Building & Safety. KR confirms the correct agency, zoning, and any overlays during feasibility, before you pay for full drawings.

Site Notes 02

What homeowners are building

Across the county, the most common request we hear is some version of more house on the same land. On deep Valley and South Bay lots that often means taking down a tired postwar house and building a new home from the ground up, or keeping the house and expanding it with a second story or a rear addition. Older housing stock also drives a steady run of whole-home remodels, roofing, and stucco work. Plenty of owners add a detached backyard unit or a garage conversion at the same time so the site is only disturbed once, and our ADU guide walks through those state rules in plain language.

FAQ

Los Angeles County project FAQ

Can I tear down my house and build a new one in Los Angeles County?

On most single-family lots, yes, with a demolition permit and a building permit from whichever agency covers your address. The new house has to fit the zone's height, setback, and floor area limits, and hillside or fire zone lots carry extra requirements. KR walks the property and confirms what the envelope allows before design starts.

Who issues building permits in Los Angeles County?

It depends on where your property sits. The City of Los Angeles uses LADBS, incorporated cities like Burbank, Glendale, and Pasadena run their own building departments, and unincorporated areas go through LA County Public Works Building & Safety. KR confirms the correct agency for your address at the start of feasibility.

Can I build an ADU anywhere in Los Angeles County?

Most single-family lots in the county can add at least one ADU under California law, and many can add a junior ADU as well. Local rules still control details like setbacks, height, design standards, fire zones, and historic overlays. KR checks those limits on your specific lot before design begins.

How long does an ADU take to build in Los Angeles County?

As of 2026, design and permitting commonly take 2 to 6 months, and construction of a detached ADU commonly takes 4 to 8 months. Garage conversions usually move faster. Timelines vary by city, plan check workload, and site conditions.

Does KR work outside the San Fernando Valley?

Yes. KR is based in Sherman Oaks and serves homeowners throughout Los Angeles County and Orange County. Our work is residential: new homes, additions, remodels, and ADUs.
